Brian Dalziel says companies looking to relocate have been requesting the information.
Dalziel says prices from Estherville, Spencer, Spirit Lake and Storm Lake were compiled in the study.
All four communities ranked above average. The cost of living in Storm Lake is 100 point 4 percent with the components ranging from health care at 76 point 1 percent of the national average and transportation at 120 point 5 percent.
Spirit Lake had an index of 100 point 9. Utilities were on the low end at 92 point 2 percent and housing at one hundred 6.
Spencer's cost of living is 101 point 1 percent with utilities the low at 79 percent of average and housing at nearly 119.
And Estherville's composite was 103 point 3 with utilities ranking it's best bargain - 88.1 percent of average and miscellaneous goods and services 108 point six.
The cost of living in Buena Vista, Clay, Dickinson, and Emmet counties will be updated three times a year.
