Spencer, IA (KICD)--The Spencer City Council meets this evening.
A resolution approving the relocation of the Spencer Police Department and Communications Center to the Current SMU Administration Building is on the docket. This resolution also provides for joint use of the “Power Plant” building.
Adoption of Sidewalk Repair, Reconstruction and Construction Policies for the city is set to pass tonight. The first phase of the sidewalk program would include three areas. The first area is to ensure that all governmental buildings are in compliance with the city’s sidewalk policy. The second area is to require that new, (currently un-platted) subdivisions will install sidewalks at the time the house is constructed and at the property owner’s expense. The third area is for any city reconstruction project. During a reconstruction project, all sidewalks adjacent to the project will be installed, repaired or otherwise brought into compliance. For the reconstruction projects, the City will participate in the cost of the sidewalk project at a rate of 50%, with the property owner responsible for the remaining 50%.
An agreement between the city and Spencer School District providing a School Resource Officer for 20 hours a week is on the agenda. This employee will will be an employee of the Spencer School District; however the City will supply the employee with a car and uniform. The uniform will not be the typical police department uniform, but will consist of a shirt and khaki pants. The City will pay up to $10,000 for the position. This will come out of the Police budget.
The Committee of the Whole will meet prior to tonight's regular session at 5:30. Discussion will be held on an automated solid waste program for recycling that would convert the city's recycling collection system from a manual driven system to an automated system. The goal is to purchase containers sometime in the late fall or winter so that they can be assembled then. The new truck would be purchased in April or May.
There also will be discussion on the city's building and fire code. Official action will follow in the regular council meeting which starts at 6:30 in the council chambers of Spencer City Hall.
