Spencer, IA (KICD)--The Spencer City Council meets tonight.
A Committee of the Whole meeting will take place prior to the regular session. Discussion is set to take place on the 18th Avenue West Sanitary Sewer Extension. This project was brought forward at the request of a citizen that is building a new house and requested that the sanitary sewer be extended. The challenge of this request is that the cost to extend the sanitary sewer is in the neighborhood of $30,000 with the requested homeowner’s connection fee only being approximately $4,000. The option for the homeowner, if the line is not extended, would be to put in a septic system. The advantage of extending this line now would be that it opens up the opportunity for future growth in this area. Action on this issue is scheduled on the regular session agenda.
Pre -employment & random drug and alcohol testing for City of Spencer Employees will also be discussed. Staff is going to be requesting that all new employees that are being hired by the City be required to have a pre-employment physical and drug screen. Another item up for discussion is the possibility of having all City of Spencer Employees be subject to a random drug screen. Currently the only employees that are required to be part of a random drug screen are those individuals that have a CDL Drivers License.
During the regular meeting the council will open bids for the 2012 RISE Green Industrial Center PCC Paving Project. The estimated cost for this project is $459,039.
Also on the docket is a resolution Approving the Plat of Wyatt’s First Addition as a Subdivision of the City of Spencer & Approving a Commercial Subdivision Development Agreement. The plat for the most part calls for an 11 lot subdivision. The Plat is located on the west side of Highway Blvd, starting at Clay County Motors, north to Mowrey’s, encompassing the strip of land in between.
The council will end the night in closed session to discuss litigation strategy.
Tonight's Committee of the Whole meeting starts at 5:45 and is followed by the regular session of the Spencer City Council in the council chambers of City Hall at 6:30.
