Operation Winter Wrap Up

Storm Lake, IA (KICD)–Eighteen arrests have been made in connection with a series of drug related investigations in Storm Lake that have spanned over nine months.
The investigations involved the alleged manufacturing and sale of methamphetamine, the sale of cocaine, psilocybin mushrooms and marijuana and the use of heroin, marijuana, methamphetamine and prescription pills.
Early Friday morning Storm Lake Police launched Operation Winter Wrap Up which continued through the weekend involving search warrants and arrest warrants being served in Storm Lake and in a variety of other jurisdictions where people wanted by the Storm Lake Police Department reside.  A search of a Storm Lake home also turned up two and a quarter pounds of marijuana packaged for streets sales valued at $12,500.
38-year-old Heidi Sippel of Galva, 32-year-old Bryan Brock of Schaller, 28-year-old Mindy Baughman and 32-year-old Taylor Machino of Fort Dodge, 39-year-old Shane Schimmer of Ida Grove, and 54-year-old Dennis Franzmeier of Newell were each charged with a class B felony count of Conspiracy to Manufacture Methamphetamine and a class D felony count of Possession of Pseudoephedrine.  Each was held in Buena Vista County jail on a $100,000 bond.
40-year-old Stephen Campbell of Odebolt was charged with a class B felony count of Conspiracy to Deliver Methamphetamine He was served the warrant while being held in the Woodbury County Jail on unrelated charges where he remains held on a $100,000.00 cash bond.
35-year-old Raul Martinez-Lozano was charged with 3 class C felony counts of Delivery of Cocaine and a class B felony charge of Ongoing Criminal Conduct.  He was held on a $50,000.00 cash bond and a hold by the US Immigration and Customs Enforcement.
35-year-old Casey Beckman of Odebolt was charged with Conspiracy to Manufacture Methamphetamine and Possession of Pseudoephedrine.   26-year-old Adam Taylor of Schaller was charged with a class C felony count of Conspiracy to Deliver Psilocybin Mushrooms.  23-year-old Amber Apolito of Alta was charged with a class C felony count of Delivery of Psilocybin Mushrooms.  Each was held on a $50,000 bond.
31-year-old Macdonald Hoskins of Storm Lake was charged with class D felony counts of Possession of Heroin 3rd Offense and Methadone.  20-year-old Kevin Yang and 22-year-old Doun Yang of Storm Lake were each charged with class D felony charges of Possession With Intent to Deliver Marijuana and Failure to Affix a Drug Tax Stamp.  These three were held on a $5,000 cash bond each.
A number of others face non-felony charges.
Agencies assisting include the Buena Vista County Sheriff s Department, Sac County Sheriff s Department, Ida County Sheriff s Department, Newell Police Department and the Fort Dodge Police Department.
Additional arrests are possible.
