Spencer, IA (KICD)–The Spencer City Council will meet this evening.
The final filing of an ordinance concerning odor control is on the docket. Under the proposed ordinance, if the odor rises to where the City would need to get involved, it would allow a process to sit down with them to help find a solution. If however the City is not successful in finding an acceptable solution, then the item can be referred on to the court system that could result in a fine. This ordinance is for those that are above what would ordinarily be expected and would also apply to any new business that might want to come into the City. It also sets out that if it could be anticipated that a potential odor problem could happen from the potential new industry, then they would be required to submit a plan on how they would keep it in compliance.
Councilmember Steve Bomgaars has noted he would like to to see something a bit stronger and more definitive.
It is noted in the ordinance that a violator may be assessed a penalty of $750 for a first violation and $1,000 for a repeat violation.
The council will also vote to provide for a notice of hearing on proposed plans, specification, form of contract and estimate of cost for the 2013 Sewer Pipe Lining project.
The Committee of the Whole will gather at 5:45 for a required training session for the city’s landfill to be designated an Environmental System.
The regular meeting will start at 6:30.
