Spencer City Council Preview

Spencer, IA (KICD)–The Spencer City Council will meet tonight.

A Committee of the Whole meeting will open the evening. The first item of discussion concerns electrical circuit branch requirements. The first version that passed through two filings allows for up to a 10% (residential) or 7.5% (commercial) voltage drop provided that a reasonable and practical efforts and components have been used to minimize the voltage drop. The other version of the ordinance was similar in language except the language was removed that made reference that reasonable and practical efforts and components were needed. The council has been split on this item as a 3rd reading was tabled following a 3-3 split vote at the last council meeting. Councilmember Randy Swanson was not present. Action will be taken on the 3rd reading of this ordinance in regular session. The Committee of the Whole will also receive an update on the Riverfront Boardwalk Project.

A public hearing on the Proposed Plans, Specifications, Form of Contract and Estimate of Cost for the 2013 Sewer Pipe Lining Project takes place tonight. The project consists of lining the deteriorated concrete sanitary sewer pipe with a cured-in-place synthetic pipe. The project is located in the Westshire Addition neighborhood located south of the railroad tracks and west of 11th Ave. West. The City only received one bid which came in at total bid price of $216,202.02. The estimate was $230,533.00.

The council will also take up a proposed amendment and extension for the landfill agreement with Shine Brothers. The city originally had looked to visit this matter sometime in 2014 when their agreements were set to expire. However, Shine Brothers has recently extended the City the opportunity to submit a proposal to compete for an expansion to their existing business. The expansion would call for an approximate 50,000 square foot building to be constructed; which in turn could add 10 additional jobs. The proposed terms for the new agreement set out that the City would offer a 10 year TIF rebate agreement for the taxes paid on this building. In addition, the proposed amended agreement would set the base rate for tonnage received by the landfill for Shine Brothers at 14.50 which would be increased 3% annually each year for 10 years. The proposed agreement also would cap the amount of material the city would receive from them at 50,000 tons.

Tonight’s Committee of the Whole meeting starts at 5:30 with the regular session to follow at 6:30 in the council chambers of Spencer City Hall.
