Harkin disagrees with ISU President Steven Leath over how the Harkin Institute of Public Policy will operate. Leath wants the institute only to do research that is first approved by another ISU facility referred to as CARD, or the Center for Agriculture and Rural Development.
Harkin says he supports the university but not restrictions on what research may be conducted at the institute.
The Des Moines Register is reporting that Leath believes Harkin Institute staff members need to work through the CARD center in order to avoid duplication.
Harkin is threatening to withhold his documents and other papers from the institute until the issue is resolved.
